Europe breathed a deep collective sigh of relief on Monday, as the crisis sparked by the introduction of a new comprehensive peace framework for achieving ceasefire appeared – temporarily – to have been stabilised. A American diplomat spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, the Kremlin made its retaliation: a renewed assault of missile and drone strikes on Kyiv.
The Pattern of Peace Talks and Military Action
The sequence of opposing developments captured the harsh reality of the outgoing year. By day, political struggles are waged: optimistic declarations are issued from different nations. Immense energy is devoted on managing specific proposals. By night, the Kremlin brutally reminds the world that, for them, military action persists as the key method for achieving "resolution".
After-Dark Attacks
As military strikes developed into the early hours of Tuesday, the present situation of Ukraine's exposure was revealed. Ukraine is able to track missile launches from enemy soil, a capability enabled by current data. From observation points, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons flew past – advanced fighter aircraft provided to Ukraine by Western partners.
Shortly after, Kyiv's anti-aircraft weapons thundered: multiple launches deployed against a incoming threat. This was a modern interception technology at work, most likely delivered by partner states. Every deployment creates sudden vibrations, shaking the windows. The instant of fear quickly becomes grim resignation: maybe the hostile projectile won't hit its mark this time, sparing the city from devastation and further power outages.
Ongoing Risks
Not long after, a large-caliber weapon engaged a drone in the vicinity, part of a rapid response unit – most likely allied-provided weaponry. Unfortunately, the bullets missed the enemy aircraft – it maintained course toward its destination.
Periodically, this continued until dawn. Kyiv awoke to the early updates: seven people killed, destruction and heating outages in numerous residences as a result of the nocturnal offensive. As customarily, everyone still maintained normal activities – enduring hostilities. But those entire period encapsulated Ukraine's essential dependence on Western support – a reliance that regional partners are clearly incapable to fill in the short term.
Ineffective Peace Efforts
The detailed framework from Washington sparked intense emotion, discussion and deep concern – and momentarily shifted focus from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after prior negotiation attempts and international summits.
Every new initiative from Washington follows the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, effectively counters. They contain the crisis but never actually win the battle. This cycle will, no doubt, continue.
Strategic Calculations
It is easy to blame certain parties of repeatedly advocating Moscow's conditions. But that does not seem to be the complete picture. Washington works based on a premise well known to seasoned negotiators: you cannot win at the negotiating table what you have lost on the battlefield. The US administration presumes that it is unfeasible to force Russia to relinquish the land that it currently occupies in Ukraine's occupied territories.
The challenge is that while acknowledging this situation, US leadership does little to prevent Kremlin actions, through diplomacy or military means, from assuming that the current condition will not shift further in its benefit in the months ahead.
Opposing Positions
Therefore, Moscow is certain that time is on his side – that Ukraine and its allies are coming close to fatigue. Their incentive to accept conditions that does not give them the largest achievable advantage is virtually nonexistent. There may be many attempts to stop fighting, but they will persist as long as Russia's leadership remains highly assured in the result.
On the contrary, Ukraine's government believes that Ukraine can still hold out, slowly losing civilians and areas but avoiding a total frontline collapse until conditions improve in its benefit.
Present Conditions
Factually, there are no genuine requirements for a truce. Now, personal considerations are entering the equation: leadership ambitions to negotiate peace and achieve global acclaim, and Kyiv's double obstacles – on one hand, not to alienate a key ally, and on the other, to unite the population around the national cause against any plan Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their objective will now be considerably more difficult after recent developments, it remains highly unlikely that this will modify their basic position.
These opposing factors are guiding negotiations.
Conclusion and Outlook
It took a mere seven days to eliminate the suggested clauses of the current initiative. Aggressive and erratic handling of the matter by American leadership, resistance by Ukraine and the remaining European nations, along with calming attempts of representatives, and finally, current information leaks, all served their function.
While new initiatives based on previous concepts are approaching, Kyiv, London and other European capitals should draw one fundamental conclusion: Ukraine and Europe will only be able to fend off diplomatic offensives from Washington that are based on Russian demands and show specific hesitation to alter the situation, if they stand together and strengthen their defence capabilities at a much faster pace. If they do, no combination of diplomatic or military actions will be able to defeat them. In the meantime, Ukraine's ability to counter nocturnal attacks will, for the foreseeable future, largely rely on ongoing international assistance.
